A damning Public Service Commission report on performance management had shown that some key public service departments were rotting from the top down, with serious consequences for service provision, MPs were told on Monday.
Responding to the report, Pan African Congress MP and standing committee on public accounts Chairperson Themba Godi said if this was what was happening at the top, it did not bode well for what was happening in lower structures.
"We all know that a fish starts rotting at the head," he said.
